About Center


The construction of center is in line with the State Council's “Action plan for promoting the development of big data”, “The guiding opinions of the general office of the State Council on promoting and standardizing the application of biomedical big data”, and “The document of the general office of the State Council on promoting the development of Internet plus medical health”. The platform of National Research Institute of Big Data integrates the academic resources of Peking University, realizes complementarity of advantages through interdisciplinary research, carries out research with international perspective in view of the reality of domestic ethical and legal issues of big data of health care, builds an ethical and legal platform to promote the responsible use of biomedical big data ,builds a brand of "ethical consensus of big data of health care" and trains a number of specialists.


Our Research

The Center will pay attention to the development trend at home and abroad. Through the status quo investigation and academic discussion, we will understand the ethical and legal issues faced by staff in relevant professional fields in the industry, understand the loopholes in privacy protection, explore the barriers to data sharing, and the need to pay attention to data transmission. The system sorts out and updates the international and domestic health medical big data laws and regulations, and provides a reserve academic basis for the revision of China's laws and regulations.

The center expand communication and influence by publishing research reports and organizing forums. Including the regular release of the current research report and the Blue Book to optimize the consensus on good practice of health care big data ethics laws.

Focus on the promotion of application process. According to the research report and academic seminars, as well as the exchanges with professionals in related fields, the center will propose a code of conduct for practitioners' behavioral norms.


Our People

Depending on our university’s resources, we aim at building a team of professional talents. In addition of the ethical and legal experts of Health Science Center, Peking University, we also rely on other school’s academic resources, such as the School of Law, the School of Information Science and Technology and the Department of Philosophy. We bring the top scholars in various fields together occasionally to talk about the recent progress in our research field and obtain suggestions from them.

Through preliminary preparations, we have established contacts with top scholars from universities and scientific research institutes such as Beijing Normal University, Chinese Academy of Sciences, China Institute of Information Security, etc. We have also reached cooperation intentions with scholars from Miami University, Cambridge University and the Third University of Toulouse, France, to lay a foundation for the formation of international perspective.

In the preliminary preparatory work, we have organized and participated in the workshops of "Beijing Health and Medical Big Data Forum", "China-France Health and Medical Data Protection Workshop" and "Health and Medical Data Ethical and Legal Issues Seminar", at which we have laid a foundation for our center by publishing consensus and making reports.


Leadership and Management


Cong Yali is the Professor and PhD supervisor of the Peking University Health Science Center. She has been engaged in medical ethics teaching for many years. Her research area includes physician professionalism, ethical review of biomedical research and public health ethics.

She is the chairman of the Department of Medical Ethics and Law, School of Medical Humanities, Peking University. She is also the deputy director of the Chinese and American Medical Professional Spirit Research Center, and the chairman-designate of the Medical Ethics Society of the Chinese Medical Association.
